Circular 230 is the federal regulation that governs practice before the IRS — the standards of conduct every Enrolled Agent, CPA, and attorney admitted to practice must follow.

It covers power of attorney rules, due diligence in preparing and advising on tax matters, conflicts of interest, competence, fee rules (including the prohibition on contingent fees for most tax-return work under §10.27), and the disciplinary sanctions Treasury may impose for violations.
